‘The long-term specific layout of energy saving’ issued by National Development and Reform Committee regulates that the new building will adopt the designing standard of 50% energy saving and some cities, such as Beijing and Tianjin will adopt the standard of 65% energy saving. The director of multipurpose bureau of environment and resource, national development & reform committee, Zhao Jiarong said that our country will carry on the reform of heating system to charge by heating meter in the living area and public construction and encourage people to adopt the air conditioner with cold and thermal storage, energy-saving doors and windows and use the renewable energy source in the construction. Mr. Zhao Jiarong said that although we have issued the designing standard, among the new constructions every year, no more than 5% that can reach the standard.   　　　　　　
 　　According to the introduction, the heat energy consumption of the building area is 2 or 3 times of the developed countries with the similar climate. Mr. Zhao Jiarong said that the concentrated heating can increase 50% of the separated boiler, so in 2010, the popularizing rate of the concentrated heating will increase 40% from 27% in 2002. Combined with the city construction, our country will carry on the energy-saving reform of the living area and public construction and increase the reform for hotels and restaurants. During the “Eleven Five”, the big cities will finish the reforming area of 25%, the medium cities will reach 15% and small cities will reach 10%. Experts analyze that the standard of 50% energy-saving for the living area and public construction is feasible and compared with developed countries, even if we reach the goal of 50% energy saving, we still have 50% potential of energy-saving.
